Instrument Panel Cluster won't work after jump start?

You said REMOVING a fuse makes things work? That is exactly the OPPOSITE of what should happen. It sounds like you have a fried wire somewhere in the circuit controlled by that fuse that is shorting the instrment pannel circuit.
