What to do about mildew in basement?

We had a very rainy spring and summer here. Our basement floor has the appearance of being wet/damp in places, but there is no actual water. The basement has a mildew smell and we found a white growth on some leather items. What is the best course of action to take in getting rid of the mildew and preventing it from coming back?
