Question about western saddle?

after reading article after article and finding out that every horse trainer or tack shop owner i speak to contradicts one another, i've become extremely stressed out and confused about finding the right saddle. i tried cutting out templates, even bending the wire hanger over my horse's withers and still can't find a saddle that fits. i've come to the point where i have just bought different saddles of different tree widths. there is only one that i think might be fitting both of my horses okay (they are both quarter horses and have roughly the same measurements of height, girth, etc.) the saddle is snug behind their shoulder and along their back, not pinching at all and i can fit my hand under there comfortably, but towards the back the saddle is a little stiff and sticks up in the air a bit. it does this with all of my saddle pads, i can fit 3 fingers between the withers and gullet so i know its clearing their spine. is it okay for a saddle to pop up a little bit? the narrow saddle trees pinched the hell out of my horse's and this one is the widest one i have without being too wide that it sits on their withers. when i sit in the saddle it doesn't pop up, but bounces a tiny bit. the horses show no sign of discomfort (biting, bucking, rearing, ears pinned) i'm just completely confused because i have had people say that it has to touch evenly along the horses back and not pop up at all, but what about when I'm in the saddle?? thats what matters right?
