How can the Chicago police stop the violence?

they really do need to something about all this violence in the city. If it comes down to kicking the crap out of some shitheads out there I'm all for it. I'm know they got to contend with the "stop snitching" movement and people not cooperating with police which helps the criminals when you think about it.
