Can i renew my expired American pport from another country that I'm resided in ?

I`m a American citizen resided in Iraq because of the bad situation here i can`t reach the U.S emby here in Baghdad can i renew my expired pport from Syria or Jordan? of course i`ll not be able to get back to America with it Right or can i?
